can't be used without НЕ: ненавидимый негодующий with full participles without dependent words or contradistinctions: непрочитанная книга with совершенно, очень, крайне, чрезвычайно, совсем (= очень)words : совсем непродуманное решение	with short participles: работа не закончена with full participles if there are dependent words or contradistinctions: не прочитанная мною книга не прочитанная, а лишь просмотренная книга with pronouns or adverbs emphasizing negative: ничем не оправданный поступок
